The only place with an atmosphere deader than this board is the morgue. Hobbyists from other cities seem to ask questions about local ladies and never get a reply, even from those that may be in the know. Try venturing onto other big city TER boards to see how a big city TER board should work from the standpoint of the hobbyist's participation.
I post responses fairly regularly, but then don't see them "approved" and posted sometimes for days.
When you have long lag-times between posting and public availability, then people lose interest. Discussion boards are supposed to be "real-time".
The delayed-display nature of this one makes it boring, and the entries are old as soon as they are visible.
THAT is the problem.
Any moderator should be approving messages several times a day to keep it active and fresh. Or better yet, posts should hit in real-time and a moderator should remove the ones that are inappropriate or offensive.
