I have seen members post email addresses in their messages, when they didn't have PM access, (Something like, "contact me at xxx@ yahoo." etc),  So I assume that is allowed. Of course if you have VIP, you can use the PM system. But you could also get a generic email account just for this (through hotmail, yahoo, gmail etc) As for phone numbers I believe the only phone numbers allowed on posts are providers phone numbers on provider ads. It has to do with the "no personal info on the boards" rules. I assume the number you listed was probably a burn "hobby phone," but if they allowed phone numbers it is a matter of time before some fool lists a home or work number on the boards
