have turned up very little about the city of Hannover, and I won't have time to travel to other cities. Any info regarding agencies or independents, rates, how open is it with regard to LE etc.. I'm familiar with Italy, France and England but haven't spent much time in Germany. ANY info would be very much appreciated.

When I lived in Berlin in the mid 80's, it was legal.  Don't know how it is now.
