Why are people reluctant to take advantage of numerous great bargains available in TJ?  After all, it's only a notoriously corrupt city in a country that's about to implode into total chaos, enduring a brutal drug war, and you'd be down there with a bunch of cash and your pants down in an unfamiliar sleazebag hotel room.  What could possibly go wrong?
