When you cross the border walking with a suitcase there is an awning with a customs guy.  He may ask you to push the button on a traffic signal device that will light up with either a green or red signal.  If the red lights up he will ask you to open your suitcase for a very brief inspection.  They want tourists and seem to only be going through the motions when they inspect.

BTW  The same red light green light method is used at all airports in Mexico for passengers arriving on international flights and in the traffic lanes at the border as you drive across.

I am visiting TJ and flying in to San Diego 2/27. Probably get rental car. Will be staying at Hotel Pueblo Amigo. Seeking advise about crossing the border with a small suit case pulled behind me. How does that work? Better to cross and park over there? In a nut shell, need to know what to expext as a traveler having luggage, as opposed to just walking over with no carry on stuff. Thanks for your advise in advance.

You might have a problem getting a rental car that you can drive across the border.  It is just as easy to take a cab to the Santa Fe depot (about an $8 ride including tip), and jump on the San Diego Trolley Blue Line south to the San Ysidro stop (last stop at the border).  You can walk across and catch a cab to Hotel Pueblo Amigo for another $5 plus tip.  Be sure to ask how much your cab is going to cost to get to the hotel BEFORE you get in.  Regarding rolling a suitcase across the border, they rarely check people's luggage, but it is a big no-no to carry drugs, liquor, or firearms in Mexico, so just be safe and have fun!

Locals returning home to TJ carry stuff into Mexico from the US all of the time.  Kind of the same coming back as many people go over to shop and return to the US with all kinds of things.  On the way back, they may check your bag but last time I crossed they were no longer using the airport type xray machine.  As long as you are only carrying clothes and tell them you spent the night in TJ and returning with your luggage it won't really be any big deal.
