Jai...depends on Norton Version. This is common bug in the 2004 version. switch back to 2003 version if you have it.

I was having some issues viewing some banners, pop up charts, and getting into TER chat. I found I have to lessen my protection or temporarily turn off my Norton's to log in, or see the banners. Anyone else run into this issue? Do you know exactly what the issue is?

It is a bit hard to answer the question correctly without knowing the version of OS you are using and what version of Norton you are running.  

From my personal experience, I once ran Norton Internet Security a couple few years ago.  I experienced the same type of thing you have.  I dumped that version of Norton almost immediately.  If you have a broadband connection with a router/firewall between your computer and your internet connection, you are fairly safe without Nortnon Internet security.  There are other measures you can take without messing up your ability to see web sites correctly.

You need to go to the privacy area and experiment with turning on or off various options.  You can make Norton have different security levels for different websites if you want.  That way you can allow pop-ups or browser information for this site but not others.

It will probably take a little trial and error to get it to work exactly right.  Try messing with the pop-up, browser information, and other options.
