I did check with google, and got a confirmation from the following website that Capone made that quote:

Still, nothing to prevent Mayor Daley from independently coming up with the same quote.

After all, they both were intimately familiar with Chicago politics!

Although these days, 'creative' Chicago politics has nothing on that of today's San Diego.

and Al Capone's history with Chicago Prohibition, incarceration in Alcatraz, and death from tertiary syphilis, Big Al could have written an autobiography with that title.

But it would have had an entirely different take than Jared Diamond's.
