Either she's on a Jolly Rancher diet and that's her meal, or clients get a Jolly Rancher before leaving.
Reminds me of how dentists and doctors usually give children candy or a lollipop after an unpleasant visit.

Anyways, I don't think she's legit. Those pics have been used in others ads in several different cities. Not sure of the origin.
That's too bad because those Jolly Ranchers are really tempting.

Providers: do you give your clients a snack or treat before they leave?

I always keep a full stock of water bottles, granola bars, veggie sticks, or fruit! Hydration and sustenance are how we human beings are able to function. I used to have a diabetic client, whom needed guidance in how to snack according to is condition. I would put together sugar conscious treats that he could enjoy before activity so his blood sugar levels stayed in the clear. I used to be a Girl Scout so I like to always be prepared.
