That's your mayor and city council at work. There was a detailed series in the SD Union on this a couple months back.  According to them, every member on the city council (except Donna Frye) voted in favor of raiding the pension plan to balance the city's budget even though the lawyers told them it was probably illegal. The Mayor was also in favor, so don't believe any of his bullsh$t about preventing this kind of thing with the "strong mayor" model.  Anyone who votes for these people in November is an idiot.

The city council has not funded the city pension.
They danced around their obligations and used accountig tricks to hide it.

Now it's time to "pay the piper".  

I wouldn't recommend any investments in San Diego muni's.
