This is just a general question, cuz I am a bit confused...hope someone can clue me in. I thought there was a general rule on the reviews that a FBSM should only get a maximum rating of a 7. Am I wrong on this?

If you are talking service, I don't think there is a guideline they follow anymore.
You rate them on the FBSM, same as FS.
