Many Starlets (and other escorts) are totally unaware of TER, or the ads that are placed on their behalf by agencies.  I know a number of women who were supposedly UTR and who flipped out when I showed them the ads placed by the agencies representing them.  It happens more than you might think because the many of the starlets don't want to be bothered with the "business" end of things - they ask for a rate, they are told when to show up and where and that's all they care about.  Even the rate some of them ask for is not something they decided on their own but was a rate they were told by someone else (sometimes even the agency they sign on with) was a "fair price" and so that's what use.
