This is a simple of case of using a tanning bed in the nude.....your dick is limp when you tan, so not "all" of it is exposed....but when it gets hard.....The part covered gets exposed....so it hasnt been exposed to the "sun".

It is not due to tanning in the nude. A better explanation is the pigment in the skin is just like that and maybe a skin reaction to the drugs these guys use.
