Management voluntary ceased operating in they US for 20 months from April 2018 to December 2019 in order to assess the impact of FOSTA/SESTA (which passed by a bipartisan supermajority in the Congress) on their business operations. Because of all of the countries comprising the Netherlands, the only one that did not have a tax cooperation treaty with the US at the time TER was formed was the island nation of Aruba. They had a completely independent government in the 80's and 90's, but shared the court system with the Netherlands. It was a great place to operate from with complete privacy to conduct business without worry of your identity being disclosed to the US treasury. All of that ended when they finally caved in and signed a treaty with the US in 2003. (My Aruban attorney gave me a heads up six months earlier and I was able to move everything to another jurisdiction that was still private before the treaty took place.)
