... Clinton was meeting with his Soviet handler when he was at Oxford. It was during this period he was going to Russia and moving stuff back and forth using his US passport. Most of the time is was between the Russia and the 4th Man in England. On one of his trips, he had to take the microfilm to Cambridge MA where he met with recruiters at Harvard for the Trilateral Commission. There were a series of such trips. It was during these trips he met Hillary. The ticket stubs were in his file at the CIA, but were pulled right before he became president.
