Mike Roman specializes in "oppo research." His job is to dig up dirt on the opponent of the candidate he works for. In the Georgia case, the opponent is Fani Willis so Roman tried to dig up dirt on her in order for he and Trump to win their case.
IOW, the charges against Willis weren't brought in the interest of justice. They were brought in order to smear Willis in the hopes of getting the case dismissed.
