        None of the matters you listed have anything to do with FEMA assistance - you either qualify or you don't and we don't look to whether a private company caused the disaster, whether fault was involved, or whether the state is states-rights oriented.  

       Now whether Congress should aid a supplemental aid package when the state is not overwhelmed is another matter. This apparently is what Mr. Flores has in mind but this is not "hypocrisy" but "election planning." That's what Congressmen do - try to get fed aid for their districts.

Regarding Cruz's reasons for voting against Sandy Hook relief; I think those who wrote that legislation gave him plenty of cover for doing so. That's the problem when bills designed to do one thing, get amended such that other agendas get added to it. Too often, especially in the last several years, bills get written up, then poison pills are added to make certain they are never passed. It looks good for the side presenting it, and makes the other side look bad for voting against it, yet the first side never had much of any desire for it to pass in the first place.
