The school Obama praised as having been a success in reversing its terrible record is the Bruce Randolf School.

The way they did it was to pass legislation freeing them from District rules and union contracts and start clean.

L.A. cannot reform schools, and Gov. Brown just fired the members of the state board that back reform.  If we don't do something like Denver, another 10,000 kids will have their future taken from them.

There are called charter schools and they are not subject to  the terms and conditions of employment in the state education code. Most of these schools also are not subject to collective bargaining agreements.

       It also is not quite accurate to say that Colorado "passed legislation freeing them from District rules and union contracts and start clean." What they did was allow the teachers to vote to be free of some but not  all of state education laws. I think a 2/3 vote was required if I remember correctly.  In effect, this hybrid legislation makes Bruce Randolph a quasi -charter school.


      And you should know that you cannot simply void existing collective bargaining agreements by legislation so that is not even a tool you have to use in California. In any event, 2/3 of your teachers  would not vote to replace their effective tenure with at will or short term contracts.

    Whether this results in better cost efficient education is far from clear. Charter schools have been plagued by many problems. It's not that easy to hire top teachers when they are hired at will or for short terms. As to the 97% graduation rate touted by Mr. Obama, that was a false number - it addressed only seniors, anyone who dropped out from grades 9-11 wasn't counted.

I am not all that concerned about the details of whether special legislation was passed or how it worked.
The important bottom line that I am concerned about, regardless of how "exact" it is, is that generally the school was exempt from district regulations to a large degree.  The exact label or mechanism is of little concern to me.

Nor am I concerned about whether they can void existing contracts.  However they did it, they got rid of bad teachers and improved the end educational product.

If Obama was off by giving a false number, that is his problem.  Gosh, I didn't think the Great One was so manipulative. But if you like your health care plan you can shove it....

I do hope that while he may have been off that he wasn't totally lying about the school. In other words, i hope there was at least substantial improvement and that it wasn't a pathological flaw on his part. It is so against his base - unions and teachers - that I can't understand him fictionalizing it that much in the SOU.  That would be really pathetic.
