Were the anti-American protests part of the state department plan, when they said the attack was due to the anti-Muslim video protest?

I don't believe there was a cover up, I would like to know why they thought it was a good idea to provoke more Muslims from around the world to protest?

If they approved the findings of the investigation they initiated, why are they still claiming there was a coverup, when in the findings of that investigation, there was no evidence of a coverup?
