     I think from the context she clearly was using "sanction" to mean punishment, not validate or approve. That is her criticism of Mr. Obama - that he's soft. There is no issue at this time as to whether we should approve something South Korea would do, so the writer's interpretation makes no sense.

   The second one was a clear slip of the tongue.

I don't watch Dancing with the Stars, as it conflicts with my favorite reality show (MONDAY NIGHT FOOTBALL), and Two and Half Men. I was hoping that Bristol Palin would win just so it would piss off a few of my liberal friends who actually watch that stupid show.
