Also, the price of this heavy-handed enforcement has kept out immigrants who are needed to do a huge number of vital tasks in our economy.

1. Here illegally with criminal background
2. Here illegally with a notice to leave
3. Here illegally, possibly for decades, but never bothered to secure a proper citizenship
If you are in the process of getting your paperwork put together and do not have a criminal background, ICE tends to let you go
