The WHO and other agencies have recommended masks, social distancing, and hygiene as the main weapons against the coronavirus since the pandemic began. Lockdowns come into play only if those measures aren’t adopted effectively.

Which leads us to Donald Trump, who’s constantly dismissed the need to use masks, mocked mask-wearers (like Biden), and encouraged his followers to NOT do social distancing (eg packing hundreds or sometimes thousands of people close together at his rallies).

He also delayed having his administration advocate mask wearing and social distancing for weeks AFTER he knew how serious the virus is.  

Thus Trump can only blame himself for the shutdowns that have been required and their effects on public health, and the economy.
