You can't have it both ways. If the financial crisis was Bush's fault, 7 years into his presidency, the arise of ISIS 6 years into Obama's presidency is on Obama. Recall the "junior varsity" description. Some of the actions that helped create the climate for the financial crisis occurred before Bush took office, some may have been pushed by Congress or the Fed, but the bottom line is he did not stop it. Ditto for ISIS and Obama.
