The loss of "2,000 Border Patrol" agents was an OMB estimate based on the general numbers in the bill (and a flat ~20% budget cut across all non-defense agencies) and w/o specific $$ for specific agencies. I.e., it was an estimate or a guess. By that, the statement has been characterized somewhat LESS than the truth but also NOT an outright LIE, but somewhere in between.
