It's up to the AG to decide how to implement that transformation. Those programs were begun by Dubya. The Dubya DoJ and the Obama DoJ were not getting the hoped for goals to track illegal guns being transported into Mexico to the cartels. The nationally syndicated Tom Joyner radio show was directed to his predominantly urban African-American audience. I.e., Joyner and Holder knew who they were speaking to: not Harvard Law School, not the Oxford Union, not Rush Limbaugh's or Alex Jones' audiences.
