Interpol issues red alert to all countries participating in Interpol then it is up to each country to arrest not to the person. People tend to believe that, Interpol has the ultimate power based on some TV show of in the 60's or 70's (not sure).

Interpol can't arrest anyone, can't prosecute anyone. There are hundreds of people on red alert for eons. Known weapons dealers, drug lords, human traffickers, etc., and most cases they know where they are too, but the country governments don't want to arrest or prosecute them. Even countries participating in Interpol don't have to enforce the so called Red Alerts.
