Looks like a relational database graphic similar to what some scriptwriters use to keep track of....

the different aspects of a story... characters and their interpersonal relationships etc...

There is a program out there called "The Brain" which operates very similar in dynamic to the one in the link.

Here is their website if you're interested. I can see where it can be a very useful tool.
