by the VP is now ceremonial rather than administrative after a new law was passed by Congress in 2022.  The bill was co-authored by Senators Joe Manchin -D, and Susan Collins-R.

 
With that said, I suppose there is nothing preventing Kamala from going rogue except the Capitol Police of the National Guard.  Lol
