If 38% of Americans (presumably we're talking about adults here) would fail a citizenship test, then how are they going to educate their kids on Civics?

The purpose of the media is to disseminate information about current events. Their job is to educate the public. If 38% of the public fails, then sure the media is largely to blame. The bigger question is, whether or not this is by design.

On the other hand, what would the purpose be for your average blue collar American to know such useless details like who the Vice President is? How should such a person utilize that information?

38% of Americans fail basic civics because it doesn't matter if they know it or not, because they have no power to affect things.

That, and lousy history classes in the US. Of course, the state of Texas prints those textbooks to teach kids hero worship instead of history.  

you've never seen the inside of a Texas school textbook. But I do agree on the lousy history classes taught in some schools. When the Dept of Education was created, and the feds took over the curriculum taught in public schools, it was all downhill from there.

corporate media to baby sit their children. If you want to know what the parents, who want their children to grow up to be smart, are doing, you'll find that they have their kids active in sports, music, school work, etc., and allow them limited time on the gaming systems and TV.

The actual test is NOT a multiple choice test. The civics test is an oral test and the USCIS Officer will ask you up to 10 of the 100 civics questions. You must answer 6 out of 10 questions correctly to pass the civics portion of the naturalization test.

polled did not give a fuck about the questions being put to them.

The decline is happening for at least two decades.

You can't tach kids anything, PTA have an agenda someone will sue some school district.  

Local government at its best and a only country without a national education curriculum and standards. That would meddling in local affairs.
