This was in keeping with Trump wanting to do the complete opposite of whatever Obama did.  Do you know why Trump always does the opposite of Obama whether or not it's good for America?  I'll tell you why, but you have to promise to keep it secret - Trump is not really Trump and he's not from Earth.  He's actually from the Bizarro-world htraE and he's the Bizarro-Obama.  Obama is black, Bizarro-Obama is white (VERY white).  Obama is skinny, Bizarro-Obama is fat.  Obama is smart, Bizarro-Obama is a fucking moron, etc, etc, etc.

 
The authority to send prisoners to Gitmo comes from the Authorization for Use of Military Force (AUMF), passed after 9/11.  It allowed the president to send al Qaeda, Taliban and ISIS prisoners captured overseas to be brought to Gitmo and detained there.  But Bush and Obama never tried to use the AUMF to detain someone at Guantanamo who was captured in the US while collaborating with foreign terrorists.  It would have been unprecedented and would have resulted in a constitutional showdown.

 
So if they didn't send American citizens to Gitmo if they belonged to al Qaeda or the Taliban and were planning terrorist acts here, they wouldn't send domestic terrorists to Gitmo either.
