Will Trump issue a pardon to Hillary Clinton? It would stain Clinton with the stench of guilt even though she has been investigated repeatedly and extensively but has never been charged with any crime or misdemeanor.

He wouldn't be issuing all of these pardons if he thought he had another 4 years in office. This is his concession.
