[The couple could face] "potential liability for damages incurred as a result of (their) actions."

There are many people like that who are well intentioned and just want to make things better, within their budget and ability. The problem is when they inadvertently create or disguise a hazard or make an existing hazard worse. Unfortunately, there are even licensed and bonded or certified contractors who do pothole repair under contract with the city that sometimes screw up and a car or bicycle or pedestrian suffers an injury. At least the injured party is covered by city / company insurance. Not so with the DIYers. They must file a lawsuit which is additional suffering.

One of the couple, or both of them!, should run for City Council and increase the street repair budget.
