We know from the Senate investigation that Hunter Biden received large sums of money from entities in Ukraine, Russia, and China. What’s being investigated is whether or not he paid taxes on that money or just laundered it.

Hunter Biden has been under investigation since 2018. We only found out about this now. The media didn’t dig into allegations about Hunter during the entirety of the 2020 election cycle. Many declared the stories from the New York Post were Russian disinformation.
Meanwhile, according to CNN, the DOJ kept their investigation quiet “due to DOJ guidelines prohibiting overt actions that could affect an election, the person said.” Which means they kept quiet to affect an election.

There would go the IRS demand for $100 million of payback from Trump / Trump Org for illegally claiming a $76 million tax refund for which they were not eligible. So I don't think a pardon can cover IRS tax debts.
