While a majority in both the house and senate have not resulted in even moderate progress for republicans, no way they would voluntarily worsen their ability to get something done by alienating the 30% of Americans who support Trump.  The numbers, all about the numbers, republicans have a tenuous standing at best, impeaching Trump would fray that standing even more.

There is no way President Trump will be impeached to appease 5% of  voters.
