When their homes began to sink in Katrina's floodwaters, elders in the quarter here known as Uptown gathered their neighbors to seek refuge at the Samuel J. Green Charter School, the local toughs included.

But when the thugs started vandalizing the place - wielding guns and breaking into vending machines - Vance Anthion put them out, literally tossing them into the fetid waters. Anthion stayed awake at night after that, protecting the inhabitants of the school from looters or worse.

"They know me," he said. "If a man come up in here, we take care of him."

In the week after Katrina pummeled the Gulf Coast, Anthion and others created a society that defied the local gangs, the National Guard and even the flood.

Inside the school, it was quiet, cool and clean. They converted a classroom into a dining room and, when a reporter arrived Monday, were serving a lunch of spicy red beans and rice. A table nearby overflowed with supplies: canned spaghetti, paper towels, water and Gatorade, salt, hot sauce, pepper. . . .

In the days after the storm, the Samuel J. Green school also served as their base for helping others in the neighborhood.

They waded through filthy water to bring elderly homebound neighbors bowls of soup, bread and drinks. They helped the old and the sick to the school rooftop, so the Coast Guard could pluck them to safety by helicopter - 18 people in all.

All the while, they listened to radio reports of the calamity at the Superdome and the Convention Center. They heard that evacuees were dying and left to rot. There were reports of looting, gunshots, rapes, and no food or water. "There was no way we were going down there, to be treated like that," said Sarge.

Life at the school seemed far more civilized.

There's been much said about the mayor & governor dropping the ball before FEMA failed to pick it up.  It's a safe statement that we all live in a place that has local government.  Do we KNOW how prepared they are?  I feel unprotected by the Feds waiting for my state to ask for help.  Many of my neighbors know the local mayor personally from their church.  It's a popular church in the area, and that's largely the cause for his success.  Does that qualify him for disaster preparedness?  Our governor used to run the local school district (and the test scores are horrific).

Most of us ASS-U-ME that our feds cover this, and are only now learning that it's more complex than that.  Shame on us, but now we know.  Every state has some level of disaster plan in place, but it's important that we look at our own location to see if they take it seriously.  Hopefully we learn something from this loss of life, so we don't repeat it next time.

Do not call FEMA or George Bush to ask what your state's procedures are.  Start with your local fire chief and ask him/her who the county emergency manager is, go see him/her and ask about contingency plans for (pick your emergency: tornados, hurricanes, wildland fires, terrorism....)  This will give you the opportunity to meet both of them and you can offer your expertiese to be drawn upon in the event of an emergency in your area. If he/she can't place a copy in your hands at that time or direct you to where to obtain a disaster plan, then you'd better call the state or consider moving..

have your own disaster plan.

What's that old Boy Scout motto?

I always thought it was about making knots, and chasing girl scouts.

"In 2000, Nagin supported George W. Bush (R) for president.

In 2002, Nagin got elected mayor, saying he was a Democrat (D).

In 2003, Nagin supported Bobby Jindal (R) for governor over Democrat Kathleen Blanco."

So apparently "Nagin is a millionaire former cable exec who says he’s a Dem but votes for the Reps." Go figure.

2 possibilities...he supports who he believes will do the better job...OR...he knows that NO is a city inhabited largely by poor, black people that would most likely be Dems.  Our Governor (Kenny Guinn-R, Nevada) is what's called a RINO - Republican in name only.  Las Vegas is predominantly Dem, but the state is not.  Switcheroo = governor.  For the record, he's slightly worse as a governor as he was as School Board Commissioner.

Thanks, that's a great start.
