...water main broke in L.A. today, spilling an estimated 10 million gallons of water in the middle of a severe drought.  It flooded Pauley Pavilion which underwent a $100 million renovation two years ago.

If we keep ignoring infrastructure in favor of defense, we may not have a country left to defend.

The Federal Government is responsible for Defense and highways.

The Local Governments are responsible for infrastructure, other than highways.

Can't use the federal money saved on defense to pay for local water mains.

LA spends $4.1 billion on Community Safety and another $2.1 billion on Home and Community Environment - General, vs. $2.2 billion on the Water System. Of that $2.2 Billion, only $325 million is for regular capital (includes $76 million for replacing water mains), $356 million is for Regulatory Compliance, and $100 million for conservation.  

Imagine how much could be spent on water main replacement if: People were better behaved, less needy, or less government regulation ($356 million for regulatory compliance).

Infrastructure rebuilding/improvements on projects such as roads, bridges, schools, dams, utilities etc.

the city's water lines for several years now . I guess Baltimore is smarter than LA. I bet they also have enough sense to get out of the water in an electrical storm .
