Slavery is NOT the only rationale. There were decades of discrimination that followed, including well into the 20th century through policies like red-lining, undervaluing black properties and outright theft. So the problem is not merely justifying reparations but making them fair.
For example, if you're a tax-paying Vietnamese-American who came here in the 70s, how is it fair for your tax dollars to be used to pay reparations? I don't know the answer to that.
