There are a lot of OSHA regulations and guidelines for storing PVC materials. It will be interesting to see, if at all there is an inquiry, whether OSHA regulations and guidelines were followed. Now that EPA and OSHA are under attack from the Clown and his Administration, it will be even more interesting.
Is it safe to store these materials under a major Interstate near a big city like Atlanta?

State EPA comes first and it is their responsibility to do State inspections to ensure Federal laws are obeyed. Georgia is a RED Republican State, do not like, write or enforce any regulations.
States do have environmental regulatory agencies responsible for water quality, chemical usage on farms etc. That said, the federal EPA can and often does trumps state law and agencies. Why do you think everyone was is so adamant about EPA reform and pullback? And do you truly think federal agencies aren't responsible for construction etc on federal highways? I85 is federal you know? Maybe the state was involved. Regardless the Feds have the final say and ultimate control.

How can homeless people have access to construction materials, hazardous materials and other combustibles stored under a major interstate near a major city? Was the place secured or anyone could walk in and start a fire. The latter seems to be true.
