How about a "Back Door" Presidency? Simply, Vance is elected President, and he appoints Trump as "Special Adviser to the President", similar to Musk, and outside of the government structure. Trump calls the shots, and Vance jumps, asking "How high?" on the way up.  

First he tries to minimize the importance of Trump's statement by calling it a "waste" of interview time. So I guess we should all know better than to take Trump's statement seriously even when he says he's "not joking?"
And, as ed pointed out, there's a way to do it without violating the law.

So what if several of them told Vance they'd pay him $10 billion? Easy for them. Besides, Vance figures, at his point Trump would be 82. What are the odds he'd even be able to serve out another term?
