In the 1970's Nixon, Kissinger and Ford wanted to negotiate a new treaty for control of the Panama Canal.  Carter was against it.  But after Carter took office, two of his advisers convinced him of the importance of a new treaty.  And the Senate ratified the treaty by a vote of 68 to 32.  

A newer canal that’s better able to facilitate large cargo ships is more ideal.

It has plans to build a raid corridor that would carry containers between the Pacific and Atlantic, that would compete with the Panama Canal. Also, the Panama Canal was itself upgraded with a second corridor with wider locks that can handle most of the largest ships. I went through it last year.

Mexico IS working on their own canal.  It is a very innovative idea - cargo trains on water!  The best part is that it will use absolutely no energy.  It will be powered by Mexicans on top of the trains (a la India) using poles to propel the trains on the canal.  Think of it as a latter-day Mike Fink & his keelboat.
