That video is from 2015. Biden had been doing the same thing for many, many years. Some found it to be creepy, other women (who knew Biden) said they were fine with the shoulder-grab or hair-sniff whispering as a friendly gesture from a good friend. Biden was schooled during the Presidential campaign to keep his hands to himself and has learned that lesson. Some people CAN change. (Others trump cannot.)
