In addition to fair, altruistic, duty-motivated, kind, ethical people in our society, sadly we also have those who come from the opposite end of the spectrum. They are after all a cross section of the environment they come from, with all the trappings of that environment. Just hurts more when those losers are in positions of trust and can have the greatest negative effect on the most vulnerable.
Sadly, we find these people everywhere; police, judges, military members, teachers, government officials. We still must find a way to root them out and limit the damage. Hopefully, they are the exception rather than the rule.
