I have noticed in my state of Va. that it usually takes  six State employees to do the same amount of work that one private company employee does in a day..Is this a Va. phenomena?

I am guessing they are the same. What you describe is typical of government generally. They take gold bricking to a level even many union leaders would find embarrassing. Work one hour and get paid for four hours. In a proper world that would be called theft.
