where they have sharply curtailed news access, say the Taliban is killing women who are not covered up and feeding their bodies to dogs in front of other terrified citizens.

 
The problem is that, since we have been there for 21 years, there is a whole generation of young women in their  early 20's and teens that have no memory what it was like under the Taliban, and so they don't understand the brutality and consequences of this kind of government.  They mistakenly think they have rights, when they have none under the Taliban.
