They changed the criteria from a minimum floor polling average to on the ballot in all 50 states.

The cited article didn't mention it but other accounts have said that there will be microphone control: mics will be turned ON and OFF in order to prevent speakers from talking over and interrupting each other. Maybe the Debate organizers were reading my posts to TER?
