get job applicants for the Police that are SO unqualified, they can't even get a job at a 7-11.  If you don't teach police officers military tactics, you will need a hell of a lot more of them.  Why would anyone that can get sued and lose their house want to be a police officer?   End qualified immunity and you will have no more police.

But the one thing I would add is that the police should recruit and hire from within the community from where the applicant came from. You can't have a white cop from the suburbs ,throw him in the inner city and expect him to know how the culture works. The guy will come in so uptight. It'll be a culture shock and no true understanding of what really goes on. As for the "demilitarized the police", not so sure on that.And the qualified immunity need to be modified. I say treat it like a Malpractice insurance policy". The higher the risk of the officer, the higher the premium. Something along those lines.
