for the individual market to allow a few states to offer “wellness program demonstration projects” under which insurers are permitted to vary premiums and cost sharing for persons “based on health outcomes”-translation (as best as I can tell) “you can charge the sick more.” Further, the Trump administration has offered short term plans where ACA essential benefits are not guaranteed. Finally, and contrary to popular belief, Trump has not messed with the pre-existing condition protections for most Americans under federal law. That protection has always been provided by HIPAA for the small group market and, at least until COVID 19 changes the dynamic, that is where the majority of Americans get their health insurance.
So it is not really correct to say he has “no plan.” He has also chipped away at the ACA in many other areas. Whether his plans are good policy is another question. HIPAA certainly is but predates even Obama, so Trump gets no credit for that.
Whether Trump the man is even aware of any of this is unclear. You will recall his blatant lie at the SOTU about how he “saved” pre-existing conditions in your healthcare which played a big role in Ms. Pelosi tearing up his speech. By seeking to repeal the ACA he is, of course, wiping out those protections in the individual market. Most if not all of his plans are done at the agency level and I suspect he is just vaguely aware of what they are doing.
Trump has done nothing to provide to all Americans; 1) better healthcare insurance to all Americans at a significantly lower price, 2) protect those with pre-existing conditions, or 3) make sure insurance carriers can compete across state lines which in most cases would reduce the cost of healthcare insurance.
