The question is why is she qualified. So when there is nothing to suggest that she has the experience, the answer is a reference to the Bush administration, which avoids the question.
This is the usual way serious questions are deflected. The most common is when people complain about the trillions of new dollars being spent the answer is a reference to Bush running up a deficit. It is the old "Two wrongs, Billy jumped in the lake" defense. And it works!
Obama's expenditures and other actions must stand or fall on their own merit, without reference to prior administrations. If the excuse is, "Well Bush......" then he will never be better.
Also, this is the Change Man. To justify things because Bush did them or did similar things isn't much of a change.
If Brooks is unqualified the fact that Cheney may have been a psycho-sexual, serial killer who hated apple pie and puppy dogs is not an answer.
NOW, challenge for the next 4 years. Start counting the times that an action of Obama's is explained, justified, excused, or rationalized on the grounds of "Well under Bush....."

No. Brooks's appointment stands or falls on its own. It doesn't matter if Bush appointed someone cloned from the DNA of Adolph Hitler and Joe Stalin to head the Civil Rights division. It doesn't matter if the Neo-cons raped little children in parks.
You can't justify an appointment on the grounds that the prior administration also did a bad job. Obama's job now is not to do as poorly as Bush, but to do better. If he can.

Well, as was said by I.I. Rabi atthe time of the Oppenheimer Hearings, the fact that someone is an advisor doesn't necessarily compel you to take his/her advice. Or even to ask for that advice. And as Brooks is a total outsider, well, I don't have to spell it out for you.
I predict a very quick and perfunctory 2 years and out. I only wonder if Brooks will write a memoir, and how entertaining and informative it might be.
And i didn't know this until a few minutes ago - Brooks is the daughter of Barbara Ehrenreich, noted lefty commentator and pundit. Can anything spell total marginalization at the Pentagon more than that fact?
