The city of Charlotte had an agreement with the state of...

...North Carolina.  Charlotte repealed their LGBT Rights Ordinance which had cost the state Big $$$$$$$$$$$.  In return, the state was supposed to repeal HB2, the "bathroom bill."  Naturally, Republicans reneged
