There's an interesting question here. Just what crime is it she's worried about?
Her attorney's letter claims that she's taking the 5th because of partisanship. But you can't take the 5th just because the people asking you questions are "being mean". Nor can you take the 5th if your truthful answers will be unflattering.
She hasn't testified before Congress or under oath yet, so it can't be perjury.
I'm not a lawyer, but there's only two ways I know of that she could commit a crime from the information we currently have.
#1 would be obstruction of justice, if she was interfering with an investigation. But it's VERY unlikely that the DoJ->White House liaison would do anything that could be construed as obstruction of justice. I'd expect such a charge to be filed against those she was liaising between who actually made decisions that obstructed justice.
#2: It is illegal to cause someone else to lie to Congress. There's some rumors going around that she gave false information to DoJ folks who did testify before Congress, and let's just say those staffers are not amused. This would seem to be the most likely crime she'd be worried about. Of course, that now gets into the area of "just what were you covering up when you had these other people lie?".
We'll just have to see how this part develops.

Considering the detailed lengths Republicans went against the guy, I have to conclude that either Republicans were incompetent, and/or Clinton was the most squeaky clean POTUS since Herbert Hoover.

No, the first 8 months of Clinton's term was far worse in terms of the immediate backlash marshaled against him. And Clinton started out with an approval of only 42 percent and worked up. While Bush got handed an approval of 90 percent or so, and brought it down. Clinton also didn't take 12 weeks of vacation or so in his first 10 months. Bush certainly made his first term look easy. Not in a good way, either.
Maybe the nation had a stressful time in the first term of Bush, but Bush didn't. It's part of the reason why his approval ratings stink.
