That's not how you do it. If you wanted to get the old cops out to make room for younger recruits, you offer a lump-sum retirement bonus if they leave now.  A financial incentive always works on a certain percentage of those NEAR retirement age.   Doing it by disparaging the police and defunding shows a lack of support from the city council and is not going to get the kind of young, intelligent recruits they want.  its only going to get the losers that were turned down in other cities.  Having marginally qualified recruits is only going to cause recurring errors in judgment like they had in the Chauvin case.  The best and the brightest will go to a city where the police are respected.  If this was planned, it just shows the Dems running the city are stupider than anyone thought.  This is as dumb as it gets, but the Dems will do it anyway.  Might as well flush the six million down the toilet.

Why would you give lump-sum bonus (BTW that’s not what it is called; but you might learn it by googling - I am just using your words so you can follow along) when you can create a condition where the unwanted or unfit are willing to leave without anything or take the early retirement?
